Do I need a Meta ad account?

Yes. It must have payment set up inMeta Business Suite. You also need access to the Facebook Page.

Does this replace Ads Manager?

Growth Loop starts small Lead Ads and sends your good-lead marks back to Meta. Ads Manager is still where you do advanced work.
